Ref: 2010 Local Election-Baltimore City/Pre-primary Sept 3-9 from 10-8 and Primary Sept 14, 7-8, 2010. Vote Ramona Moore Baker Judge of the Orphans Court Baltimore City.

It is a pleasure to write to the leaders in Baltimore City. It has come the of the friends for Ramona Moore Baker , Judge of the Orphans Court Candidate for Baltimore City that there is now legislation against any one running for the office of Judge of the Orphans court that is not a lawyer. The position (which has been observed numerous times in Baltimore City, Baltimore County, Annapolis and other locations (excluding Harford and Montgomery counties) The observation(s) and review(s) are concluded, to date, Ramona Moore Baker is qualified for the Judge of the Orphans Court for Baltimore City Harford and Montgomery counties are the only two circuit courts that have had lawyers exclusively represent the Judge of the Orphans Court issues. HB 417 was passed to be placed on the ballot in November keeping any one from running for the Judge of the Orphans Court for Baltimore City, if they are not a lawyer. Additional Concerns:

If this is true that only lawyers hold the elected office, Judge of the Orphans Court, then, what will be next? We should vote to only have lawyers serve on the jury and only lawyers serve in the House of Delegates, City Council, the Senate or, the U.S. Senate and Congress, or the President of the United States for that matter. Read about the office of the Judge of the Orphans Court, as it presently stands. It is about serving the needs of the families and their wills, settling estates and family representation.

The background for the Judge of the Orphans Court should be in Business, Accounting, or Finance. Lawyers interpret the laws; however, the friends of Ramona Moore Baker have always known that she has the background for the position - Judge of the Orphans Court for Baltimore City. The qualifications may vary depending on where you live in the state of Maryland for the Judge of the Orphans Court. Where is the balance? The voters and new candidates want to break the glass ceiling. Baltimoreans have the right to know the truth about the office for the Judge of the Orphans Court for Baltimore City.

Please note that:

It was stated that only Lawyers can sign the final orders for issues surrounding the Orphans Court. Please note that this issue needs to be re-examined based on the process and procedures of the other Orphans Courts in Maryland. There needs to be balance. If the law is NOT accepted by the voters in Baltimore City, it will again allow qualified persons to run for office in Baltimore City as Judge of the Orphans Court that are not all lawyers.

There will not be a back log. The issue is that many of the families merely do not show up to court.

Difficult cases

If there are difficult cases, then, then those cases like any other case should be handled accordingly.

Does the Judge of the Orphans Court for Baltimore City have limited jurisdiction? The circuit court above the Judge of the Orphans Court has higher authority.
